We don't have enough college graduates in certain areas, while we have a surplus in others. In most cases there is no overlap between these areas. Even when a person has a degree in a high-demand area, they may tank it at the job interview.

There is no analytical literacy in the arithmetic section of that test. It tests the lowest denominator of math learning; carrying out rote, memorized computations. Analysis is not required at all. The rest of the test suffers in a similar manner.
